High volume low speed ceiling fans are designed to move large quantities of air in big spaces such as warehouses, shopping malls, industrial units. They produce cooling by not only the normal wind-chill effect but by breaking up the stable stratified layers of warm air that form prevent any cool air from outside windows or air-conditioning units from being effective.
